Selected requirements

What the statewide catalog includes

Applicability depends on the association type, financial thresholds, building details, and dates that have been confirmed for a property.

Annual budget report and policy statement

The annual budget report under § 5300 and annual policy statement under § 5310 fall within the statutory window of 30–90 days before fiscal year end. Confirm the association’s fiscal year end before calculating a date.

California Civil Code § 5300California Civil Code § 5310

Annual financial statement review

Under § 5305, this applies only when annual gross association income exceeds $75,000. The review is due within 120 days after fiscal year end; confirm both income and fiscal year end before treating it as applicable or assigning a date.

California Civil Code § 5305

Monthly financial-record review

Section 5500 describes a monthly board review of association financial records. The catalog tracks a monthly cadence; the statute does not set a specific day of the month.

California Civil Code § 5500

Major-component reserve inspection and annual study review

Under § 5550, the major-component inspection is at least once every three years, and the reserve study is reviewed annually, only when covered replacement value is at least half of the gross budget excluding reserves. Confirm the threshold and prior inspection and review dates before setting dates.

California Civil Code § 5550

Qualifying exterior elevated-element inspection

Section 5551 applies only to qualifying condominium buildings with at least three attached multifamily dwelling units and qualifying human-use, load-bearing exterior elements over six feet that are wholly or substantially supported by wood-based products and maintained or repaired by the association. A licensed structural or civil engineer or architect inspects a random statistically significant sample and provides a written report, which is retained for two inspection cycles. Inspections recur at least every nine years. The initial date follows the January 1, 2025 baseline, or for buildings with a permit application on or after January 1, 2020, no later than six years after the certificate of occupancy. Confirm all building facts and the applicable date anchor; local requirements may be stricter.

Scope and sources

Read this as a selected statewide catalog

California has a selected statewide rules catalog for HOAs and condominiums; city and county rules are not represented, and this is not a complete California coverage determination.

  • Cooperatives are outside the supported scope.
  • City and county requirements are not represented.
  • A listed item does not mean it applies to every property or establish a complete compliance determination.
  • Applicability and timing can remain unknown until association and property facts, thresholds, and prior dates are confirmed.
